Warped Or Bent Flapper

Unfortunately, the rubber flapper can fail over time. Instead of considering a repair, go for a good value replacement or maybe two to ensure you have a spare. 

Stuck Lifting Chain

Too much slack can mean that the lifting chain is stuck making it very hard for it to raise the flapper and nearly impossible to get the right strength. Adjust the chain length to make it shorter to allow water to flow properly.
